In Pennsylvania, many families can access Applied Behavior Analysis (ABA) therapy through their insurance plans, thanks to the Autism Insurance Act (Act 62). This law mandates that certain health insurance policies cover medically necessary services for children and adolescents under 21 with Autism Spectrum Disorder (ASD), including ABA therapy, which utilizes evidence-based strategies to provide compassionate care for the neurodiverse community.
Who can receive ABA?
Individuals with Autism Spectrum Disorder (ASD) – Primary population
Those with developmental disabilities – e.g., Intellectual Disability, Down syndrome
Children with behavioral disorders – e.g., ODD, Conduct Disorder, severe ADHD
Children with language delays – Especially using Verbal Behavior (VB) techniques
People with Traumatic Brain Injury (TBI) – For behavior and skill recovery
Individuals with certain mental health diagnoses – When behavior-focused treatment is needed
Neurotypical individuals – For skill-building (e.g., executive functioning, social skills)
ABA services are most often covered by insurance only when there's a medical necessity—typically with an autism diagnosis or sometimes other developmental disorders. Some schools, private pay providers, or early intervention programs may offer ABA principles without requiring a formal diagnosis.
Recent Updates
As of January 1, 2024, the Pennsylvania Insurance Department requires all commercial insurers to handle autism-related claims in compliance with mental health parity laws, ensuring consistent and fair coverage for autism services.
